The Traffic Devices Section is divided into three maintenance activities: Striping/ channelization, signs, and parking meters. All traffic striping and painting is currently applied with new water-borne paint to satisfy environmental requirements. This is a special fast drying paint that uses conventional glass beads for reflectivity. Unfortunately, waterr-borne paints are not as durable as the previously used solvent-based paints. Therefore, we are trying new materials to eventually replace paint. |

All new streets or recently resurfaced streets are striped with raised reflective or non-reflective markers. The use of pavement markers extends the life of the striping and provides excellent visibility and tactile feedback for motorists in darkness, fog or rain. We are also experimenting with thermoplastic material to replace paint. A computerized maintenance program is used to insure all striping and pavement markings (crosswalks, railroad crossings and school zone legends) are replaced each year. The Sign Maintenance activity involves manufacturing, installing, removing, and repairing all traffic related signs. A computerized flatbed letter cutting system provides increased flexibility and efficiency to this operation. Special signing, construction signs and decals, were previously purchased and are now manufactured by City Staff at significant savings. A computerized maintenance program has been developed to insure approximately 4,000 stop signs are maintained or replaced on a six-year cycle. Staff has expanded this maintenance program to include "One Way," "Keep Right," "Do Not Enter," "Wrong Way," and "Speed Limit" signs. Staff has been coating all new signs with an anti-graffiti sheeting to allow the signs to be cleaned without destroying the color or reflectivity of the sign. Now most of the signs can be cleaned of graffiti instead of replacing the signs. This anti-graffiti sheeting is expensive, sometimes increasing the cost of the sign by 40%. But the up-front cost is well worth the effort over the life of the sign. Staff has also developed a new and less expensive means of installing overhead street name signs at signalized locations. Seven locations have been changed to the new mounting system moving the sign from the middle of the mast arm to the junction point of the pole and mast arm. Complete overhauls of all 2,084 parking meters are performed on a three-year cycle. All parking meter zones are driven each workday to record any malfunctions that occur. Parking meters provide substantial revenue for the City. To report pavement striping or traffic signs that need repair, submit a request via the "Ask Stockton" customer service system.
