Field Services Division

The Field Operations Division is commanded by Captain Scott Meadors, who joined the Stockton Police Department in 1991and served as a Patrol and Community Police Officer, a Field Training Officer, and a Narcotics Officer.  He was promoted to Sergeant in 1999 and worked in Patrol, Narcotics, and Internal Affairs.  He supervised the Explosive Ordinance Team (EOD) and is a Drug Recognition Expert.  In 2009, Captain Meadors was promoted to Lieutenant where he worked as a Watch Commander and managed the EOD Team.  And in 20011, Captain Meadors was promoted to Captain and took command of the Field Operations Division.  

The Field Services Division consists of Patrol, Special Operations and Traffic, and Strategic Operations and Crime Prevention.

 

Investigations Division

Captain Tom Jernigan is the commander of the Investigations Division.  Captain Jernigan joined the Stockton Police Department in 1990 where he served as a Patrol Officer, Community Police Officer, Bicycle Patrol Officer, Field Training Officer, and Detective in the Child Abuse/Sexual Assault Unit.  In 2000, he was promoted to Sergeant where he served as a Patrol Sergeant, Action Team Liaison to the City Manager, and School Resource Officer Supervisor.  In 2004, he was promoted to Lieutenant where he served as a Watch Commander, District Commander, Administrative Services Division Commander, and Crisis Negotiations Team Commander.  Then in 2012, Jernigan was promoted to Captain and took command of the Investigations Division.

 

In addition to Captain Jernigan, the Investigations Division is comprised of two Lieutenants, seven Sergeants, 47 Officers, and six civilian personnel.  The Investigations Division consists of the Robbery/Homicide unit, Child Abuse/Sexual Assault unit, Domestic Violence unit, General Crimes unit, Vice unit, and Gang unit.

 

Special Operations Division

Captain Doug Anderson

The Administrative Services Division is commanded by Captain Doug Anderson.  Captain Anderson joined the Stockton Police Department in 1989.  He served as a Patrol Officer, a Field Training Officer, a Detective in Property Crimes, and the Police Department's Public Information Officer.  In 2004, he was promoted to Sergeant and worked in Patrol and in charge of the Field Training Officer Program and the Mobile Field Force Team as the Administrative Sergeant.  In 2007, Anderson was promoted to Lieutenant and worked as a Watch Commander and Commander of the Mobile Field Force Team before transferring to the Administrative Services Division. 

 

In January 2014, Captain Anderson took command of the Special Operations Division (which consists of two Lieutenants in the Strategic Operations Unit along with six Community Services Officer), the Traffic Division (one Lieutenant, two Sergeants, and 13 Officers assisted by six Community Service Officers), and the Bicycle Unit with three Officers.

 

Captain Anderson graduated from Tokay High School and has an Associate Degree in Social Sciences.

Technical Services Division

The Technical Services Division is commanded by Captain Aaron Rose.  Captain Rose joined the Stockton Police Department in 1992.  He served as a Patrol and Community Police Officer, a Field Training Officer, a Bicycle Patrol Officer, and a Traffic Officer.  In 2001, Rose was promoted to Sergeant  and worked in Patrol and in charge of the Field Training Officer Program.  He was also a Defensive Tactics instructor and a Department Use of Force expert.  In 2009, Captain Rose was promoted to Lieutenant, where he worked as a Watch Commander and the Field Training Officer Program Manager.  And in 2011, Aaron was promoted to Captain and took command of the Technical Services Division.

 

The Technical Services Division consists of Records, Telecommunications, Crime Information Center, Information Technology, Evidence/Identification, and the Property Room.

 

Administrative Services Division

Captain Jeff Coon started with the Stockton Police Department in 1989 as a Police Reserve Officer and hired as a full -ime Officer in 1990.  He worked in patrol as a K-9 Officer and a Field Training Officer.  In 1995, he was assigned as a Detective in the Robbery/Homicide Unit, until he was promoted to Sergeant in 2000.  As a Sergeant, he was assigned to Internal Affairs and also worked as a Patrol Supervisor, until he was promoted to Lieutenant in 2007.  As a Lieutenant, Captain Coon worked as a Watch Commander and Strategic Commander and managed the Field Training Officer Program. 

 

He was promoted to Captain in 2013 and took command of the Administrative Services Division which consists of a Lieutenant, two Sergeants, four Officers, and 30 part-time Background Investigators.  The Administrative Services Division is in charge of hiring both sworn and civilian personnel and arrangement of all training needs.  Captain Coon also oversees Animal Services and the police volunteer programs such as the Police Chaplains, VIPS, and the new Sentinel Program.

 

Captain Coon attended Edison High School in Stockton and has a Bachelor of Science Degree from CSU Sacramento in Business Administration.
