Mayor Lincoln serves on the following Council Committees and Boards:
The Mayor's committees are established under the City of Stockton Charter, Section 1102. Powers and Duties of the Mayor, paragraph (h), are advisory to the Mayor (see External Links below).
The City of Stockton Charter allows the Mayor to establish advisory boards and ad hoc committees as necessary or desirable to advise and assist in the work of the Mayor. The members of such advisory boards or ad hoc committees are advisory to the Mayor and do receive any compensation.
Mayor Lincoln has established three (3) ad hoc committees.

The function of this committee is to advise the Mayor in matters related to uniting the greater faith-based community by voluntarily serving the City through programs and initiatives across multiple disciplines that address city-wide humanitarian issues.
Service on this committee includes identifying City/County homeless resources by forging alliances, fostering (public, private, nonprofit) organizational collaboration, and advising the Mayor on matters related to opportunities for homeless mitigation solutions with the potential for restoring well-being and improving the quality of life for all Stocktonians.
Technology leaders across multiple industries serve to provide strategic guidance to the Mayor to bridge the digital divide throughout the community. The committee will advise the Mayor on matters of economic development in the technology sector and vet concepts for potential future programs and initiatives.
