Measure U - Modernization of Communications Users Tax

Measure To Be Voted On

Shall an ordinance be adopted to modernize the current ordinance to treat taxpayers equally regardless of technology used for telecommunication and video services; to maintain funding for general municipal services, such as police and fire protection, street maintenance, parks and libraries, subject to an annual independent audit?

Resolution Authorizing Measure

At the Tuesday City Council meeting of August 5, 2008, Council adopted Resolution 08-0329 authorizing the placement of a measure on the ballot for the November 4, 2008 General Election.

Measure Synopsis

This measure modernizes the existing utility users tax (UUT) on communication services without increasing the current tax rate of 6% on charges for the use of communication services in Stockton. The measure uses modern definitions that will remain current with changes in technology. All means to transmit communications services will be taxed in a uniform and equitable manner, regardless of the technology used. Revenue from the UUT is deposited in the City's general fund to be used for municipal services and general governmental purposes. Approval of the measure requires a vote by the majority of the electorate.
