Stockton Tourism Business Improvement District Advisory Board

Note: This Board is included in the City of Stockton's Conflict of Interest Code and members are required to disclose economic interests held within the jurisdiction of the Board/Commission, by completing a Statement of Economic Interests Form 700 when appointed, as required by the Fair Political Practices Commission (FPPC) and the City of Stockton.

All investments, interests in real property and income, and any business entity in which the person is a director, officer, partner, trustee, employee, or holds any position of management. Financial interests are reportable only if located within or subject to the jurisdiction of the City of Stockton or if the business entity is doing business or planning to do business in the jurisdiction or has done business within the jurisdiction at any time during the two years prior to filing the statement.

Function:

The Board serves as an advisory body to the City Council and makes recommendtions on the amount of the District's assessment to be split between the Greater Stockton Chamber of Commerce and the City of Stockton Sports Commission and on the programs and activities to be funded by the assessments.
The Board makes recommendations in the form of an annual report to the City Council regarding the revenue generated by the 2% assessment levied on lodging businesses within the District. The revenue provides a supplemental source of funding for the promotion of tourism and sporting events within the District which benefits the lodging industry. The report shall contain all of the following pursuant to Streets and Highways Code Section 36533:
1) Any proposed changes in the boundaries of the District;
2) The improvements and activities to be provided for that fiscal year;
3) An estimate of the cost of providing the improvements and activities;
4) The method and basis of levying the assessment in sufficient detail to allow each business owner to estimate the amount of the assessment to be levied against the business for that fiscal year;
5) The amount of any surplus or deficit revenues to be carried over from a previous fiscal year; and,
6) The amount of any contributions to be made from sources other than assessments levied.

Legal Authority:

Advisory board established by City Council Ordinance No. 003-07, February 6, 2007.

Appointing Authority:

Mayor with advice and consent of the City Council.

Term of Office:

Four (4) years, subject to a two-term limit.

Membership:

Seven (7) members: Three (3) members must own, operate or manage a lodging business within the City of Stockton; Four (4) at-large members.

Residency Requirements:

Must be a resident of the City of Stockton.

Remuneration:

None.

Minimum Qualifications:

Three (3) members shall be an owner, operator or a management employee of a lodging business within the City of Stockton. Four (4) at-large members from the community.
