The Finance & Administration team administers the Technology Internal Service Fund (ISF) and oversees strategic long-term financial planning, department budget, IT capital project financing, IT grant program management, and fiscal and administrative operations. Directs and maintains efficient administrative systems and control mechanisms to ensure economical operations and compliance with administrative, human resources, procurement, contract and lease agreements, and financial policies and procedures.
Enterprise Applications team supports custom and third-party applications, including geographic information systems, enterprise resource planning, public safety dispatch, records management systems, web applications, and analytics systems. This area also supports enterprise architecture and the overall strategy of providing enterprise business systems. Finally, this area optimizes and transforms business processes, information application systems, and technologies into an efficient and integrated environment and provides system interface management, integrations, and replacement planning.
The ERP team provides project management, consultation, and support for planning, organization, and control of business and technical operations for the City's ERP project while ensuring alignment with city business objectives. The goal is to ensure project success, which entails on-time and within-budget evaluation, selection, and delivery of a new ERP system that meets business users' current and emerging needs. This effort is a multi-year project that will satisfy multiple Council strategic priorities and resolve outstanding audit findings.
The EPMO team facilitates all phases of the IT governance process; partners with departments to develop technology solutions based upon business needs; facilitates all stages of the information technology governance process; provides guidance and oversight of project management processes, tools, project consultation, and training, documentation, and project archiving. Coordinates and provides computer-related training for City staff. The EPMO division also manages the award-winning IT Internship Program.

Jamil Niazi is an accomplished IT Director and a seasoned technology leader with an extensive public and private background. Jamil is a proud graduate of California State University at Northridge, holding a bachelor's degree in computer science. He has accumulated numerous professional certifications and credentials that showcase his commitment to excellence in the field.
Jamil is an active member of the cybersecurity subcommittee of the Municipal Information Systems Association of California (MISAC) and contributes to the electronic crimes task force for the U.S. Secret Service, reflecting his dedication to advancing cybersecurity initiatives.
With a proven track record of leadership and a comprehensive understanding of technology in both public service and corporate settings, Jamil is driving the City of Stockton's IT Department toward new heights of innovation and efficiency.

The Network Operations and Security team oversees the performance and reliability of network infrastructure, updates existing network resources, and configures new ones. They play the primary role in helping to mitigate network security threats. Their responsibility is to safeguard the organization's IT infrastructure and data against internal and external security risks, vulnerabilities, and potential threats. The team is responsible for implementing security measures, monitoring suspicious activity, and taking immediate action against security threats.
The Support Help Desk team directs the delivery of computer purchases, repairs, replacements, and services to departments. It provides support for computer hardware, software, and technology solutions. The division also evaluates and plans to upgrade, consolidate, and replace IT infrastructure.
